zwei brüder und ihr unaufhaltsamer aufstieg in der kriminellen unterwelt von harlem. seit ihre mutter an einer überdosis gestorben ist und ihr drogensüchtiger vater bei einer schießerei schwer verwundet wurde, verfolgen die brüder roemello (wesley snipes) und raynathan skuggs (michael wright) nur ein ziel: ihre eltern zu rächen und auf diesem weg selbst an die macht zu kommen. aber es kann nur einen geben, der das drogengeschäft und damit die stadt kontrolliert. weshalb roemello und sein bruder nicht nur ins visier anderer gangs geraten, sondern auch selbst zu rivalen werden.
